The telecommunication Right of Way for Assam published as ‘Guidelines for granting Right of Way (RoW) to Telegraph Infrastructure in Assam, 2018’ were notified in Feb 2018 to simplify and streamline the clearance process of RoW approvals for over ground and underground telecom infrastructure, resulting in better connectivity thus strengthening core Information and Communication Infrastructure across the state.
Assam RoW Portal
The RoW portal has been designed and developed as per “Guidelines for granting Right of Way to Telegraph Infrastructure in Assam, 2018” in order to provide a single window interface to all Telecom Service Providers (TSPs), Infrastructure Providers (IPs) and Internet Service Providers (ISPs) operating in the state for granting right of way to Telegraph Infrastructure. Features, Modules and Sub-Modules of the Assam RoW Portal:
1. Overground Telecom Infrastructure Application Processing Module: TSPs/ISPs/IPs can apply for establishment of overground telecommunication infrastructure such as mobile towers. The government officers/officials can process the application in order to provide RoW Permission.
2. Underground Telecom Infrastructure Application Processing Module: TSPs/ISPs/IPs can apply for establishment of underground telecommunication infrastructure such as laying of optical fibre cables and the government officers/officials can process the application in order to provide RoW Permission.
3. Payment Module: RoW portal can collect revenue through the portal using the integrated payment gateway. The collected revenue is transferred automatically to various District e-Governance Societies of the state using the split-settlement model of payment gateway.
4. Deemed Approval Module: Portal provides automatic deemed approval of the application after 60 working days of application submission, in case the application is not disposed within the stipulated timeline as per Para 9, (2), (b) of the guideline.
5. Central to State Integration Module: Anyone can apply anywhere from India through the Central RoW Portal (https://sugamsanchar.gov.in) and the submitted application is being processed through the Assam RoW Portal.
6. Holiday Management Module: After 60 working days of application submission as per Para 9, (2), (b) of the guideline, the portal provides automatic exclusion of holidays for automatic deemed approval.
7. Reports & Analytics Module: This module is developed to cater the reporting and analytical needs of various stakeholders on-boarded at the portal.
This Portal ushers a 360 degree transparency at the State Level Government Stakeholders for monitoring the status of RoW applications processing in the districts even at granular levels thus bringing in clarity and effectiveness in the whole process and enhancing the Broadband Readiness Index (BRI) as an outcome.
Assam RoW portal is integrated with the ‘Central RoW GatiShakti Sanchar’ Portal. The department is working towards 5G roll-out.
